Presentation Abstract:

Under optimal working conditions projects require people who often do not know each other to come together and work together under the pressure of demanding project constraints. Add in the complexity of an ethical crisis at the highest levels of the organization and successful team management can become daunting at best.  

Mark Mosher successfully managed the Information Services division of the San Bernardino County Assessor through the Bill Postmus scandal. The investigation and ethical upheaval made it very difficult to keep staff on tasks and continue efficient operation in the public interest. The issues surrounding the office made it very difficult to manage the day to day activities.

 About Our Speaker:

Mark Mosher began his career with San Bernardino County in March of 2001 as the Department Information Services Manager for the Assessor’s Office. In February of 2003 he assumed the role of Manager over the Administrative Services unit. In June of 2009, Mark transferred to the Auditor-Controller/Recorder department where he managed the IT infrastructure and learned of the operations of the Recorder and County Clerk functions. In July of 2012, the IT responsibilities of the Assessor and Recorder/County Clerk were consolidated and Mark assumed the management role. In January 2016 Mark assumed a management role with the San Bernardino County Sheriff's Information Services Department.

 Mr. Mosher started his professional career working in the defense industry as a Software Engineer for TRW Defense Systems in 1983. In this role he worked on the development of command and control systems for land based ICBMs primarily focusing on training and simulation systems. In 1988 Mark was promoted to Project Engineer and served as a Project Manager for several multi-million dollar development projects. 

 In August of 1998, Mark was hired by Optivus Technologies, Inc. as the head of Project Management. His responsibilities included establishing Project Management policies/procedures and the management of all development projects for the proton accelerator located and operated by Loma Linda University Medical Center for the treatment of cancer. In addition, he successfully prepared federal grants for several million dollars to advance the Proton Therapy System technology. 

 Since 1998 Mark has been a part-time lecturer for California State University San Bernardino. He teaches for the College of Business and Public Administration (CBPA) in the Information and Decision Sciences (IDS) department as well as Public Administration (PA) department. He has taught several courses at the undergraduate and graduate level.
